We are delighted to confirm that East West Railway Company (EWR Co) has achieved an internationally recognised standard for carbon management in buildings and infrastructure.
The PAS 2080 certification recognises the work underway to embed low-carbon thinking into the design and future delivery of East West Rail and marks another important milestone in our plans to build a more sustainable railway.
The certification was awarded after an extensive two-phase audit programme, carried out during early 2026 - led by James Langstraat, Carbon Technical Lead and Glen Willett, Environmental Systems Manager.
PAS 2080 provides a framework for measuring, managing and reducing carbon across the whole lifecycle of infrastructure projects - from design and procurement through to construction, operation and maintenance.
The achievement reflects our collaboration with partners and supports our wider ambitions to reduce emissions while delivering long-term value.

As part of our ongoing design work, we will continue working closely with industry and supply chain partners to support low carbon outcomes across the programme. Future partners delivering major design and construction work will also be expected to hold PAS 2080 certification.
This builds on our wider commitment to supporting the construction sector’s transition to net zero, including signing up to the Construction Leadership Council’s Five Client Carbon Commitments.
What is PAS 2080?
PAS 2080 is the internationally recognised standard for managing and reducing whole life carbon in infrastructure and buildings. It encourages organisations to work collaboratively across the value chain to reduce emissions, improve efficiency and support delivery against net zero objectives. Achieving the standard ensures that carbon is treated as a core design and delivery requirement, not an afterthought.
